Keen Mountain Release Paths

Keen Mountain Correctional Center is a VADOC state prison in Buchanan County. It is not the Buchanan jail and does not use the SWVRJA release record. A person can leave Keen Mountain after completing the active sentence, on parole when legally eligible and approved, or through another authorized transfer. Discharge means the VADOC custody or supervision endpoint stated in the record. Parole means release from prison under correctional supervision and conditions.

The documentary endpoint matters. VADOC says a person leaving on discharge or parole receives a notification-of-release letter. Applicable day-of-release papers may include an Order of Release, Conditions of Probation, or Conditions of Parole, signed and dated by the person and a staff witness. Those documents can resolve an error more directly than an old locator capture because they state the release terms tied to the individual.

Search Keen Mountain Releases

Start with the VADOC Inmate & Supervisee Locator. VADOC describes the system as a public tool for people under its custody or supervision and says it is updated daily. That scope differs from a permanent archive. Someone on parole or probation may remain listed as a supervisee. A person fully discharged from custody and supervision may later be outside the locator's stated coverage.

1. Use the seven-digit VADOC number when available, or enter the first three letters of the first name and the full last name.
2. Accept the locator disclaimer and use location, race, gender, or age-range filters only to distinguish matches.
3. Read status, location, supervision, and the exact release-date label together.
4. Confirm a past event with the person's notification-of-release letter or a focused VADOC records request.
5. Contact the displayed supervision district when the person appears under community supervision.

Do not rename a field “projected” or “tentative” unless the live result uses that word. A prospective date can change. A past date applies to the VADOC custody episode and does not establish what happened in a separate SWVRJA booking. Keen Mountain Contact Records

VADOC identifies Keen Mountain as a Western Region facility in Buchanan County. Use the facility line for current operational routing. A release-record request may need to go to the unit manager, facility warden or superintendent, VADOC FOIA office, or the supervising district that maintains the requested file. Written requests reduce ambiguity because they fix the person, VADOC number, facility, date range, and exact record sought.

The directory image reinforces the local distinction: a prison physically in Buchanan County remains part of the statewide VADOC system.

Keen Mountain Record Requests

VADOC accepts records requests by mail, fax, email, telephone, or in person, though a written request provides a clearer trail. General correspondence goes to VADOC, P.O. Identify the full name, seven-digit VADOC number, Keen Mountain, approximate release date, and precise record. A focused request can seek releasable parts of the notification-of-release letter, release order, date and type of release, or supervision information. Do not assume the full correctional file is public. Medical, criminal-history, security, and other protected categories may be withheld or redacted.

For a fully inactive person, VADOC publishes Form 17, Request for Records for an Inactive Offender Only, and Form 14 consent where authorization is required. Virginia's usual FOIA framework includes a five-working-day initial response, a possible written extension, actual-cost charges, and a possible deposit when a published estimate exceeds $200. Ask the custodian which form and office fit the record instead of relying on a locator that no longer returns the person.

Note: Request a named existing document or field; VADOC need not create a new release calculation or narrative.

Keen Mountain Release Review

VADOC Operating Procedure 050.3 describes the final institutional checks. Staff review warrants, detainers, continued-custody orders, disciplinary and classification actions that affect the date, and uncalculated sentences. A detainer is a legal hold from another jurisdiction. An uncalculated sentence is a sentence not yet incorporated into the controlling time computation. Either can change what appeared to be the expected endpoint.

The same procedure addresses identity, records, property, and release authority. VADOC's public facility-release page says discharge or parole occurs by 11:59 p.m. on the release date, weather permitting. That is an outer limit for a VADOC facility release, not a promise of morning departure. It also should not be copied to an SWVRJA facility, which publishes no equivalent gate time.

Signed release papers are especially useful after departure. An Order of Release can identify the authority. Conditions of Probation or Conditions of Parole state supervision duties where applicable. The notification-of-release letter provides a person-specific record. Compare those documents with the updated locator status and supervising office rather than treating a predicted date as proof that release occurred.

Keen Mountain Date Changes

Virginia sentence computation is not a flat “serve 85 percent” rule. Modern earned sentence credits depend on the offense, statutory eligibility, earning class, participation, and conduct. Virginia Code § 53.1-202.3 sets rates and prerequisites, while § 53.1-202.4 addresses award, loss, and application. Older parole-eligible sentences may use a different good-conduct allowance system. Mandatory minimums and other sentence parts can also limit credits.

Real calculations can include consecutive or concurrent terms, mandatory minimums, suspended time, revocation time, jail credit, court corrections, loss or restoration of credits, and detainers. VADOC's legal record controls. A date copied from an earlier result can change as those inputs change.

Keen Mountain Notification Changes

Local Jail VINE and VADOC post-conviction notification are different systems. Someone registered for an SWVRJA event should not assume the registration followed the person into Keen Mountain. VADOC Victim Services and NAAVI provide the state post-sentencing path. State notifications can include transfer, advance release, parole events, and final release according to the applicable service and registration.

A parole grant is not proof that the person left Keen Mountain on the decision date. Release planning, conditions, final record review, and holds still matter. Confirm the actual event through VADOC status, notification, release documents, and the assigned supervision office. Monthly Virginia Parole Board decision reports are retrospective decision records, not a live prison gate log.

Parole

Conditional prison release under supervision for a person who is legally eligible and approved.

Probation

Court-ordered supervision, which can follow incarceration or be imposed without prison release.

Discharge

The endpoint stated by VADOC for custody or supervision.

Detainer

A hold that may cause continued custody or transfer to another jurisdiction.

Buchanan Facility Paths Differ

Buchanan County's distinctive custody map pairs a regional jail network with a state prison inside the county. Haysi and the other SWVRJA facilities use regional booking-and-release records, Virginia Jail VINE, and local court orders. Keen Mountain uses VADOC documents, the state locator, VADOC notification, and supervision. The county label cannot substitute for the operating agency.

A person arriving at Keen Mountain from SWVRJA was transferred into state custody, not released to the community. The SWVRJA release entry closes the local episode, while VADOC intake begins the state one. In the reverse direction, a transfer back to a local or regional jail can require a new Jail VINE registration. Maintain separate records for each agency so the chain stays clear.

This difference also controls photographs and records. A VADOC identification image is not necessarily the photo from a prior SWVRJA booking. A state release record does not replace the Buchanan court order, and a local jail record does not establish final state discharge.

After Keen Mountain Release

A person on parole or probation may appear in the VADOC locator with a supervising district. District 43 serves Buchanan and Tazewell counties, with a public main office at 134 Taylor Road, Cedar Bluff, VA 24609, phone 276-963-3092. VADOC also identifies an additional office in Buchanan. Call to verify the person's actual reporting site rather than inferring assignment from a home address.

Community supervision is not incarceration, but it is not full discharge. Conditions can remain in force until the responsible authority ends them. The signed conditions, locator entry, and district file are better evidence than a general assumption based on physical departure from Keen Mountain. If the person is fully discharged, retain the notification letter or obtain the appropriate inactive-offender record when the public locator no longer covers the person.

Close the search with a precise agency statement: VADOC recorded discharge, VADOC lists community supervision, or VADOC transferred the person. That wording answers where the person went and how the event is confirmed without confusing the state prison with Buchanan's regional jail network.
