Haysi Facility Release Paths

Haysi is a regional jail operated by the Southwest Virginia Regional Jail Authority, or SWVRJA. It is the practical local custody point for many Buchanan County matters, but it is not a stand-alone Buchanan County jail. A person may leave Haysi after bond, a court order, dismissal, time served, or another lawful release. Those events may return the person to the community. The person may also move to another SWVRJA site, enter Virginia Department of Corrections custody, or leave with another jurisdiction because of a hold. A hold, often called a detainer, is a request or legal basis for another agency to keep custody.

The destination changes the proof needed. An SWVRJA booking-and-release entry or a Virginia Jail VINE release event can support a community-release finding. Confirm a Haysi Release

The official SWVRJA current-inmates page is a starting point, not a past-release archive. It leads to the shared JailTracker for all four authority facilities. A current match establishes that the authority displays the person in custody at that time. No match may reflect release, transfer, spelling, a court trip, or delay. Follow a custody-type sequence so each source answers the question it was built to answer.

1. Search the shared current roster using the person's legal name and inspect the listed facility.
2. Check Virginia Jail VINE for the same person, agency, custody phrase, event date, and location.
3. Call Haysi for an immediate status question, while recognizing that staff may limit what can be given by phone.
4. Request the existing SWVRJA release record for a past event, with a narrow date range and Buchanan case details.
5. Compare the event with the correct Buchanan court docket, then search VADOC if the record indicates a state transfer.

A VINE event is useful, but it is an alert drawn from a participating agency feed. It may lag. Court information can show bond, sentence, dismissal, or a later order, yet the docket does not prove the moment jail staff completed discharge. Haysi Release Record Requests

Historical release records do not come from a public Haysi archive. Send a focused Virginia Freedom of Information Act request to the authority's records custodian. Ask for an existing booking-and-release record, not for staff to research a question or calculate an answer. Useful details include the full name, an approximate booking or release range, the Buchanan case or booking number if known, and the format wanted. Request the release date and time, the release type or authority, the assigned facility, and any public transfer destination.

Virginia Code § 2.2-3704 generally provides a five-working-day response framework, though a response can produce records, cite a lawful withholding, provide redacted material, report that records were not found, or invoke allowed extra time. Published business hours for release-record inquiries were not found, so call before making a trip and do not assume that an administrative office is open whenever the jail operates.

Haysi Confinement Release Records

An official Haysi PREA audit from 2016 states that a secure Records Department maintains confinement-and-release records for all people received and released at the facility. That finding is valuable because it confirms a real historical record exists behind the current-only web display. The audit does not say that every field is public, and it does not create an online retention promise. It also reported that a 2014 expansion brought the facility to 348 general-population beds. That is a dated historical capacity, not a claim about today's operating count.

The release entry should be distinguished from related records. A booking entry documents admission. The live roster represents present custody. A court docket reports legal action. The release record documents how and when SWVRJA ended or transferred its part of custody. Haysi Regional Roster Limits

SWVRJA labels its public access point “CURRENT FACILITY INMATES.” No official historical, 24-hour, or 72-hour release tab was found. That wording creates an important boundary: JailTracker can test whether the person appears in current regional custody, but it cannot establish what happened after a prior entry vanished. Never assign an update schedule or retention period that the authority has not published.

The roster is also authority-wide. A Buchanan detainee may appear at Haysi, Abingdon, Duffield, or Tazewell. Read the actual facility field. Movement among those sites is an internal or regional placement decision. A formal request can narrow the record by person, booking number, date range, and facility, allowing the custodian to identify the custody episode without treating every move as a new release.

Buchanan Release Systems Differ

Buchanan County has both a regional local-jail system and a state prison. That local combination creates two very different release paths. Haysi handles regional-jail custody. Keen Mountain Correctional Center is operated by VADOC. A Haysi release is checked through SWVRJA records, Jail VINE, and the court. A Keen Mountain discharge or parole is checked through VADOC documentation, its locator while custody or supervision remains active, and the assigned supervision office.

Do not carry a Jail VINE registration across the boundary and assume it became a state notification. VADOC notification and NAAVI serve the post-conviction state system. A person transferred from Haysi to VADOC is not released into the community, even though the Haysi custody episode ends. Search VADOC after intake processing and retain the SWVRJA transfer record to connect the two custody episodes.

After a Haysi Release

If the record shows a true community release, supervision may still follow. Probation is court-ordered supervision and can follow a jail term. Parole is conditional release from a qualifying prison sentence. The VADOC Inmate & Supervisee Locator may show a supervising district for a covered person. A full discharge means the agency's custody or supervision has ended, but the exact scope must be read from the source record.

Former Haysi inmates also have a distinct personal-record path. The SWVRJA inmate-mail page says a former inmate can sign in to SmartInmate with the inmate number and password to download stored photos, messages, and scanned mail without charge. That access belongs to the former inmate. It is not a public booking-photo lookup and does not confirm release. The authority warns that ordinary original mail is destroyed after scanning, which is why irreplaceable identity papers should not be sent through that route.

Final confirmation should remain event-specific. Match the SWVRJA record to the Buchanan court outcome, then check VADOC or another receiving agency when the release type indicates continued custody. That approach answers both anchor questions: where the person went and which official record proves the change.
