Duffield belongs to the four-facility SWVRJA system. The authority's roster is shared, and Buchanan County membership means a local detainee need not remain at Haysi. A move to Duffield may reflect bed placement or another authority decision. It does not change the originating Buchanan court matter, and it is not a release merely because the older facility label disappears.
A community release can follow bond, time served, dismissal, or another valid order. Custody can instead continue at Haysi, Abingdon, or Tazewell, at VADOC after state sentencing, or with another jurisdiction acting on a hold. A detainer is a legal hold or custody request from another agency. The SWVRJA release entry should identify the type or authority for the event and, when public and recorded, the receiving agency.

The official SWVRJA current roster doorway leads to authority-wide JailTracker. Search exact names and inspect the facility shown for every possible match. Since the public tool is framed as current custody, it does not provide a reliable history of people released from Duffield. No official recent-release tab, update cadence, or former-record display period was found.

- Read the exact VINE status, event date, and location rather than treating no result as release.

VINE can supply a release or transfer event from participating jail data, but its information can lag. Avoid sending extra personal identifiers through ordinary email when a name, booking number, and narrow date range can distinguish the record.

The authority publishes its process and form on the SWVRJA FOIA page. A request should seek existing records rather than ask the custodian to decide whether a person was “free.”
Specify the booking number if known, booking date and time, Duffield assignment, release date and time, release reason or authority, and transfer destination or receiving agency if maintained and public. Include the adult routine-booking photograph only when it is needed. Virginia Code § 2.2-3706 provides a request rule for routine adult arrestee photographs, subject to stated limits. Juvenile and protected records differ.
Virginia Code § 2.2-3704 supplies the general response framework. An agency normally responds within five working days by producing records, withholding with a legal basis, producing in part, reporting that records cannot be found or do not exist, or using extra time permitted by law. Virginia standard 6VAC15-40-1090 requires positive identification, verification of release authority, and a check for holds. This operational safeguard is why a scheduled release can be delayed or converted into a transfer when another lawful basis for custody appears.
Duffield Roster Is Current
SWVRJA offers no official Duffield 24-hour or 72-hour release feed. Its public link says “CURRENT FACILITY INMATES,” and the common JailTracker covers all four facilities. The interface may show a booking image and charges for an active record. It should not be described as a historical release database. A visible profile can change with custody data, and no published schedule supports a claim about how fast that happens.
Underlying retention is separate. The Library of Virginia's GS-08 schedule lists cumulative booking-and-release records for 20 years after separation and inmate incarceration records for three years after separation, followed by confidential destruction. Those categories do not guarantee web access or mean that every requested item belongs to the same series. Ask the custodian to apply the current schedule to the actual record.

Buchanan Release Systems Split
The key Buchanan County distinction is between regional jail custody and state-prison custody. Duffield is an SWVRJA regional jail. Keen Mountain Correctional Center, though physically inside Buchanan County, is a VADOC prison. A Duffield custody change belongs first to the SWVRJA record, Jail VINE, and the originating court. A Keen Mountain discharge or parole belongs to VADOC documentation, state notification, the locator, and the assigned supervision office.
A transfer from Duffield to VADOC closes the regional episode but continues confinement. Search VADOC after intake processing. Jail VINE registration does not automatically change into VADOC or NAAVI registration. The person or eligible registrant must use the proper state channel after transfer. Keeping the systems separate prevents an authority move from being mislabeled as release into the community.

Confirm the Duffield Outcome
End the search with a source-specific statement. If SWVRJA records a community release and the Buchanan order agrees, describe that event and date. If the entry identifies another SWVRJA facility, treat the person as moved within the authority. If VADOC or another agency received the person, confirm through that custodian before making any claim about present status.
A release from a cell can also lead to community supervision. The VADOC locator may show a covered probationer or parolee and the supervising district. That does not undo the release from Duffield, but it means correctional oversight continues. Full discharge is different and should be supported by the state or court record that establishes it.
Keep a copy of any received VINE notice and the responsive release record when durable proof is needed. Screens change. Records tied to the person, booking number, case, and event provide a clearer trail than a roster result viewed at one point in time.
